摘要：南水北调工程虽然能够缓解北方用水紧缺、南方水过剩的问题，但是它所带来的生态
环境的负面效益也不容忽视。再者，南水北调工程耗资巨大，未来的经济效益并不乐观。

我国水利部门早在20世纪50年代就提出南水北调的设想，并进行了研究规划，最后确定了三条引水方案。在这过程中，我国水利部门把大部分的注意力集中在了北方缺水地区得到南方水资源的补给后所能产生的经济效益问题，而忽略了南水北调后所带来的危害。如今，随着环境保护意识的加强，南水北调所带来的危害问题重新得到了关注。
2南水北调工程的负面影响
就国外而言，跨流域调水工程在建设与运行中，也出现了一些较为严重的问题。中国南水北调工程如此浩大，带来的负面影响也不可小觑。
2．1 淹没与移民
南水北调工程在建设过程中，将会产生较大面积的淹没，大面积农田受淹被毁，野生生物的生存环境将被破坏，淹没地区居民的房子、土地、生产设施及其财产遭受损失，居民被迫搬迁他乡，并更变职业。就中线而言，总干渠占地宽200米，除湖北省少数地区外，直接占用约40万亩农田，如果加上使用工地，总占地可能达到50亩。我国是人多地少的国家，耕地资源非常宝贵。而我国肥沃的耕地，主要集中在东部与中部，但南水北调的中线方案与东线方案均从长江中下游平原和华北大平原通过，延绵几千公里，占用耕地面积相当巨大，对我国的经济损失巨大。
并且大量的移民的安置问题以及移民以后的乐业问题，又将是一个严重的社会问题。移民安置一是要安居——盖房，二是要乐业——种地，这两项活动都离不开土地开发与原有植被破坏，同时人类活动的污染物处理不当也会在库区造成新的面源污染。因此，工程带来的淹没与移民问题将会对社会、生态环境等造成严重的影响。
2．2水量区域间重新分配产生的负效应
南水北调工程的实施和运行，其实质导致区域间水量的重新分配。这样一方面调水会减少被调流域的径流量，当超过一定数量后会影响该流域的工农业用水、人民生活用水、生态用水等，最终会制约区域社会经济的发展，并引起严重的生态环境问题。对
